An important step (and the most time-consuming) is the preparation. Before painting the concrete you will need to examine the entire surface carefully to make sure that it is clean and dry. You should clean the surface to make sure that no oil stains or water are present on the garage floor.
You can clean the surface by using a broom on the dry surface and then using a broom and some strong cleaning product, and then using water to wash away the soap. Once the concrete is clean and dry you can begin applying the concrete paint.

To remove Oil Stains from Concrete
Option 1: Pour clay cat litter or saw dust over the spilled oil and let it sit for 48 hours to allow enough time to soak up as much of the oil as possible. Sweep it up with a broom. The majority of the oil stain should have been removed from the concrete.

Option 2: If that didn’t give you the desired effect, use mineral spirits. Pour mineral spirits on the stain, rub it in with a stiff bristled brush, and let it soak for three minutes. Lay newspaper over the stain and let it dry. The newspaper helps to absorb the mineral spirits and oil from the concrete.
Option 3: If you’re still not happy, mix a solution of 1 cup of laundry detergent, 1 cup of household bleach, and 1 gallon of water and use a stiff bristled brush to scrub the oil stain.
Option 4: When all else fails, try a brand name oil remover. These can be purchased inexpensively at most home improvement and auto parts stores. Pour the liquid over the stain and wait. The liquid will soon turn to powder and can easily be swept up with a broom.
